That paper is dated 2014 (scroll to bottom), when ACFS was new and "cool". Our new X8-2M ODAs haven't a trace of it as default. For DB files ASM is perfect. Though we're not RAC and never will be.

Well, ODA uses ACFS under the hood since the switch from ASM (https://www.oracle.com/technetwork/database/database-appliance/overview/oda-acfs-faq-2393433.pdf) - so I would say there is a large (enough) customer base who uses ACFS :-)
