Primavera Client Connecting Issue after upgrading to P6V17 version.

I have an issue in Primavera database after upgrade.
Current Version of Primavera: P6V7- SP3 ( Oracle database version: 11g
running on Windows 2008 R2)
Upgraded to : P6V17 ( Oracle database version 12.2.0.1 on Windows 2016)
Steps Folllowed:
Method used for upgrade was exported the schema users :-
ADMUSER,PRIVUSER,PUBUSER from source database and imported to target
database using datapump.
After import I followed the upgrade guide steps "

Installed Primavera client P6V17 on application server and trying to
connect using the connection string.
NLS Parameters on source and target are same and all the Oracle component
are installed including multimedia and Oracle Text.
During the connectivity I face the error as
APPLICATION ERROR
*Exception EVirtualTableError in module PM.exe at 0000000000AD3C79.TCVirtualTable.OptFieldIndexOf: VTable is not loaded - PROJECT. * Working with Oracle but so far no proper satisfactory response..
I tried to trace using SQLMonitor as per oracle suggestion and at one perticular table it stops as below, when I tried to query the table in toad I get "ORA-29275: partial multibyte character - Database".

No issues faced during the upgrade,have verified the logs. Could you please help to fix the issue. Your help/sugestion are highly appreciated.
