Upgrade clusterware, Rac , database from 11.2.0.4 to 12.2, 18 , 19 ?

Hi,
We're planning to upgrade our cluster from 11.2.0.4 to some later release. Because of the application restrictions, we need to upgrade to 12.2.0. As for the clusterware, I would like to upgrade to 19c. It's supported in our environment
