I imagine that Oracle knows the CSID of your binds - after all, it
prints the CSID for binds in a 10046 trace, and also, in the ORA-12704
error line(s). I rather suspect that it is simply saying "are these two
data items of a compatible characterset? No? Ok, ORA-12704 and dump out
the details"
