Who were the blocker session

Hello,
I got situation where instance had lot of locks simultaneously.
So, when I tried to check the blocker session, I did not get sucess,
because I did not got to connect.
Now, I want to know who were the blocker session .
Is there a way / query to get this information ?

After few time, all locks were released.
