Using FRA? This behaviour I’ve seen many times, probably it cataloged(when rman traditional restore/duplicate starts it does catalog FRA as part of refresh) with old control file? Practically tested - by removing old files or unset FRA then such kind of issues not seen.

Maybe there could be other reasons, i will to listen from others as well. 😀
