Got offered a job at Oracle a month ago, but requires executive review?

I got offered a DBA job at oracle. Apparently all jobs require executive review. The recruiter said it would be 2 weeks and now it has been 4.5 weeks. Anyone else go through this at oracle? I never had a job offer that comes verbally than requires executive approval up to the CEOs office. I was told they need this for everyone.

I also see that oracle had a bunch of layoffs this week. So don't know if
