Sure you can do that.

Fire up an EC2 instance on AWS. Use OEL (which is free). Download the Oracle software from OTN (which comes with its own license if you just want to play around / test / experiment ) and is free.

Once you've got it all installed, create an AMI.

Then whenever you want to use it, just launch the AMI as a spot request. Spot instances on AWS are dirt cheap.

All you pay consistently (whether you use it or not) is the persistent storage needed to store your AMI.

Should be even less than $5 / day.
