Increasing the OS TCP timeout and/or retries setting might help as it would raise the tolerance towards network issues.
By the way, you can use the simple script described in https://nenadnoveljic.com/blog/testing-network-connectivity/ to get an idea about the TCP latency over time. Basically, the script measures the time needed to open and close the TCP socket.
But I strongly recommend to invest a little bit more time in understanding the "network problem". I deliberately used quotes, because what looks like a network problem might easily be a consequence of, for example, CPU starvation or an OS bug.
