 IIRC, the OP posted they were licensed with the T+G Packs, which according to
https://docs.oracle.com/cd/E73210_01/OEMLI/GUID-B7FDEFFE-DECB-4826-A3C8-7660B013C5DE.htm#GUID-C77F69CA-DD9A-4789-A1CF-0F2864F4A9AB would include the MGMT$METRIC_% views that could be used for reporting, custom or otherwise.

I have to admit I did not know that. Thankfully, we also have all databases licensed for the T+G Packs. I also admit that I think the risk of non-compliance in EM is unfortunately another reason to look elsewhere for an Oracle monitoring solution.
