For any external cloud vendor you have to get to the bare metal system, then use OVM on top.
In IBM case your cloud vendor is still performing all the work including managing the hypervisor and the guest hosts, along with all the Oracle SW.

I guess it's a bit of a word play. Oracle's lawyers would probably love this :)
What they are likely referring to in the licensing document of third party clouds is their build of the hypervisor. In AWS's case that would be EC2. Azure probably has their own name for it.
What you essentially seem to be doing is renting out a co-located server, inside the IBM cloud network.
I suppose that Amazon offers the same thing, so you could essentially run a certified and supported Oracle RAC cluster "on AWS" (being on their network and in their datacenter )- but NOT on "EC2". It's kind of a bring-your-own-hardware type of deal then.
So that's a different story.

I just performed a gig this month for a client in the IBM cloud and there is no pushback from Oracle support about the setup or RAC, because it is OVM.

I don’t have all the details that were discussed with IBM. However, what I do know is that we were assured by IBM that we could bring our database and RAC licenses to their cloud and they would manage them using OVMs. However, unless the vendor (Oracle) supports this setup why would anyone make a move knowing that if they hit a bug, they would not get direct support from Oracle.

Our data center is exploring IBM’s IaaS as an option to host infrastructure. IBM has told them that they are a Platinum partner of Oracle and that they would support our RAC environments deployed on Oracle’s VMs on LINUX. So, if a software product, RAC in this case, is not certified by Oracle to run on third-party clouds then how are these vendors making these claims openly?

Certified is an understatement in this case.
It’s not supported at all on Azure, full stop:

Answer: As the licensing restriction documented above currently restricts the use of Oracle RAC in either Amazon’s AWS or Microsoft Windows Azure or any other ThirdParty Cloud for this matter, Oracle has ceased any supportability evaluation of ThirdParty Clouds for Oracle RAC in general. That said, the lack of natively provided shared storage in addition to certain network restrictions that would need to be worked around on most Third-Party Clouds currently prevent Oracle from supporting any Third-Party Cloud for Oracle RAC presently and regardless of technical feasibility.
