I had the exact same problem. Really frustrating. I was trying to run the GUI from home over a VPN. When I got back to the office I was able to install it without problems. Must be something to do with XWindows, VPN, exceed, etc.

We are doing a tech upgrade and installing OEM 13.2 Cloud Control for the first time. We didn't previously have it here so nobody is current on this. Several of us have previously installed older versions. We are using the GUI installer and when the screen that asks for the sysman password comes up the cursor disappears and we can't proceed. We can't enter the password and we have to exit out. We are not finding any info on this problem. Any ideas? We are working on downloading the template and will try command line install next unless we find an answer.
