That is a good point we could simply shutdown OEM.  

Looking through the doc link you provided I see an option for specifying all targets in a group so that’s an option.

Your starting point for scripting blackouts would be https://docs.oracle.com/cd/E24628_01/em.121/e17786/cli_verb_ref.htm#EMCLI424 . If you really are wishing to blackout *everything* would it not just be simpler to shutdown EM?!
