I have also opened up a ticket with Oracle to see if they can find the problem.

Might be a long shot, but I had an issue recently in an environment where we had a job class pointing to a service that no longer existed, so the jobs would never run. We changed the job class attribute and everything started up again.

Have you checked DBA_SCHEDULER_JOB_RUN_DETAILS

This displays log run details for all Scheduler jobs in the database.
