Oracle REST and APEX

reading through the Instalilng Oracle REST Data Services manual... why do the authors continuously assume people want to use APEX?!

reading through the Instalilng Oracle REST Data Services manual... why do the authors continuously assume people want to use APEX?!
e.g. page 1-8 and 1-9, installation example. Starts as an Oracle REST installation, but morphs into "Yeah! Let's install dependencies for APEX!" Which is useless to someone* who wants to install REST services*.
It's obvious that in Oracle staff's mind, Oracle REST == APEX. As if they assume that almost everyone who installed REST is using it for APEX.
Some of us just want to have the same functionality that the mod_plsql Apache module provided with zero interest in extra bells and whistles.
