I finally tracked it down. It was trying to create a directory /oracle/app/audit/TEST1. Not sure why, since the audit directory is defined as /oracle/app/audit/TEST in the spfile, and it is using that directory, since once the instance came up, the audit_dump_dest was correctly defined. And the problem only ocurred on instance one. Really strange. Anyway, it is fixed.
