+42 to our friend Jeff Smith for pointing this (near term) limitation out clearly. Without realizing that detail of contract and offering it would be natural to think you could use directories. And as well to his advice that if you're going to dip your toe into cloud service (or plan to take the plunge!) :
"Define your requirements, then we can help you pick the better/best Cloud offering."
It seems to me that what I've heard about sales compensation for the near future means they are aligned with customer needs the best they have been in decades with it being good for them to get you the features you need and omit any extra cost features you don't so they can attempt to turn your trials into sales in an extraordinarily competitive environment: timesharing.
Er, I mean cloud. Really, it is called cloud now.

1 Feature Restrictions and Limitations
This section lists the feature restrictions and limitations associated with this release of Oracle Database Exadata Express Cloud Service. While these Oracle Database features are not currently available in Exadata Express, the intent is to enable many of them in a future release.
File System Access
Access to the host file system is disabled...
Again, the DBaaS offering does not restrict this feature, so you're good to go there. Define your requirements, then we can help you pick the better/best Cloud offering.
DBaaS has a Exadata tier available, so it's pretty flexible.

Assuming one has a defined directory, a direct access to the OS (in the form of shell access is not needed) - one might operate on that through UTL_FILE. Of course this also means that all the operations like populating of that table would be processed through the UTL_FILE, so not necessarily reasonable, yet could be possible technically.
