John's assessment of the licensing for the OMS database is correct and covered in that document. The WebLogic server used to run the OMS is also licensed for free under a restricted use license, so you can create your second OMS without incurring WebLogic license liabilities.

The key to management pack licensing is to remember that these features are licensed against the *targets* rather than the OMS. You require licenses for the 3 packs which you mention for every server hosting a database target that you wish to use this functionality for. This can become very expensive, very rapidly.
