If the "RAC software alone" means grid control, then your answer is no. Grid control is free. I used it with Postgres, as a fail-over cluster, no license required. Grid control in 12c allows you to configure start/stop scripts for whatever service you want to configure. ACFS is also free, as long as you don't use snapshots or tagging. The trouble starts when you put an Oracle database on top of the grid control.
