Password column on dba_users is not the same as sys.user$

DECODE(sys.user$."PASSWORD",'GLOBAL',
sys.user$."PASSWORD",'EXTERNAL',sys.user$."PASSWORD",*NULL*) "PASSWORD" This may be help you.
