Subject: Oracle Tools - Freeware That can show running queries

I know we have had this discussion before, but I am specifically looking for just one thing.  In the Oracle 10g client we had the nice java window that would show all the running queries on the database, and allow you to look at the query, and the explain plan, and kill the query if you had appropriate privileges.

This behavior was moved out of the client and into the massive footprint of oem cloud control in later versions.  Is there any software out there that I can run that will show just that, the running queries on the database, and allow me to kill them if I am logged in with the appropriate privileges?
