bytes vs chars

I have a system 11g on AIX. Table characters are defined in bytes not chars. I am trying to figure out if a column that has 25 bytes is big enough. They are saying the column changed from 15 characters to 30. Do I have to change the column to 30 bytes? It is a name field. Or does it depend on the character set? I tried looking for that under database options but couldn't find it.
