the best I've found is the MOS document
Database Options/Management Packs Usage Reporting for Oracle Databases 11gR2 and 12c (Doc ID 1317265.1)

I've tried to collect some details about dba_feature_usage_statistics in this blog article:

You need to accept none of those methods are save in case of a License Audit.
