How far back do you have your repository retaining data? Most EM environments roll up data on a regular basis and with a secondary system, by the time you're ready to implement to production, the repository is now the holder of the historical data.

The second choice is to upgrade the repository to 12.1.0.2 and then upgrade to EM13c, which is more than doable if you wish to perform this path. :)
