Earlier you specified type generic_application. Right? I wonder why it changed to ora.local_resource.type. If it's generic_application type, maybe you're hitting Bug 1382560. See

generic_application resource does not start if CHM is not online (Doc ID 1968575.1)

Just try changing it to cluster_resource.

By the way, the error message comes from scriptagent.bin and seems related to __CLSAGFW_TYPE_NAME.
