Much to my chagrin, I have determined that the index was created. A check of user_segments found it there. However, it was not being listed under the index tab for the applicable table, which is probably a permissions issue.

A new thing learned today.

Hi Robert,
sounds like "Deferred Segment Creation": http://docs.oracle.com/database/121/ADMIN/tables.htm#ADMIN13319

SYS and SYSTEM users are special in case of "Deferred Segment Creation (and many other things too). The segments are immediately associated.
