Please look into the heap usage and garbage collection on the EM environment. You can view this in the Cloud Control via Setup --> Manage Cloud Control --> Manage Oracle Mgmt Repository and look at the heap usage, etc. or run an EM Diag collection with an repvfy that is the source of this data in the GUI.
