I have done multiple GI installations, and I have not found it necessary for any directory to be created by the root user. The root scripts may change it to the ownership of root:dba, but I am confident that the statement that it must be created by the root user is incorrect. It should be created and initially (at least) owned by the owner of the GI installation, not root.
