I would agree Matt, that was my understanding but I just posted a quick response. In most of my dealings I have not noticed a difference in support between Premier and Extended - that does change if you come across a new bug of course, or an old one that needs a port

Close but not quite entirely accurate (at least according to my reading of Oracle Doc ID 161818.1

Premier support still ended Jan 2015 (and extended support started on that date). What they announced on the 20th is that they are not going to start charging for that extended support until May of 2017.

The assertion that you must be on the terminal release is correct.

Premier support of 11.2 has now been extended until 31 May 2017. You must be on the terminal release to be eligible.

I hope you are correct. An oracle sales guy told me the other day that cpu patches end in Jan2016 for 11.2.0.4. I'd not looked at this in a year or so, but I remember reading the roadmap and deciding to stick with 11.2.0.4 as 2018 was good enough.
