With Cloud Control, yes, using the Incident Rules, you can create a new rule based on a specific group or set of targets for that individual. They also should only receive alerts on targets they have View privs on.

Is it possible to subscribe to the alerts so that a given individual only sees the alerts for specific databases rather than all databases?
