I had a customer who run some of their critical database in SE in a 4 sockets server and 12 core each CPU, they have 96 threads in use. In this case for example if they upgrade to 12c they can only use 16 threads of 96. They either have to buy Enterprise Edition or more SE2 licenses f they want t keep the capacity for the system so at the end of day it is more revenue for Oracle.
