It appears that Oracle's Marketing has failed miserably. Check out Chapter 10 of http://docs.oracle.com/cd/E24628_01/doc.121/e24474/toc.htm to see what is included in OEM *totally free* with various Oracle products that have been licensed. (Not counting the core OEM CC can be installed on any machine in your network at no additional charge as per the Introduction.)
