 You are spot on w/ your comment that "If it's still officially 'to be determined', I suspect those who might have an idea will not put their job on the line by pre-announcing a date. Oracle Legal would have a very dim view of that." - as you rightly pointed out the response would be  "Revenue recognition restrictions prohibit Oracle Support from discussing the release road map"

12.1.0.2 is stated vide Doc ID:161818.1 as the "terminal release" of 12.1 -- also see https://blogs.oracle.com/UPGRADE/entry/why_you_seriously_can_t - which also mentions "We announced already the planned availability of Oracle 12.2 for H1CY16 (first half of calender year 2016). I doubt that anyone would be able to state a planned release date for 12.2 on AIX...
