I had similar issues back in 3 years ago. I think this was due to some optimizer fixes were not changing their value with ofe difference. You need to check before after imiges of optimizer parameters and optimizer fixes when you are doing the tests

I am looking for notes and/or examples that show that, after an upgrade and execution plan changes, even resetting OFE doesn’t always help. That is : OFE set to the previous version doesn’t guarantee that execution plan and runtime will be exactly as it was in the earlier version.
