User DBSNMP in OEM use Shared Server

Hi list, we have configured database to use shared Servers ,i expect the user DBSNMP to use dedicated server as it shows in the connection string in Monitoring Configuration in the Enterprise Manager, So what could be the reason ? because this is showing that servers are busy all the time with virtual circuit waits.
