You make good point, and I agree that restoring from recycle bin is different technology from rolling back all table rows using undo.

Even so, I would be checking with Oracle to verify that "flashback table to before drop" is allowed in Standard Edition. In my experience, Oracle generally does not tie licensing to technology; instead their licensing is linked to functionality.

The Licensing document does not explicitly call out the "to before drop" variant, however the doc DOES explicitly state that Flashback Table is not part of Standard Edition. and since, from a functionality perspective, the "to before drop" variant is just optional syntax against the FLASHBACK TABLE statement, I would be hesitant in assuming it is permitted. One way to check is to File a Doc Bug against the Licensing document. (I specifically looked at today's 11gR2 and 12cR1 licensing docs found through http://docs.oracle.com .)

Even worse, it is possible that a patch set could silently make the capability available, even if it had not been functional prior to the patch.
