From my perspective it comes down to the value-add. Does putting it in ACFS or DBFS actually add value in any way? Does it increase performance, availability or reduce costs? I would guess in many cases the answer for external tables and dump files might well be no... I'm sure there are lots of caveats to that. :)
The RWP group use DBFS in their Terrabyte Hour and it seems to perform pretty well...
