The database instance would have had to be shutdown before the relink and restarted after the relink (the relink is the "make -f ins_rdbms.mk ioracle" command).
You can also check the timestamp of $ORACLE_HOME/bin/oracle

Subject: Oracle partitioning option disable 10.2.0.4 enterprise
Hi list,
The partitioning option is disable in Our UAT and QA environment ,db version is 10.2.0.4. I don't know who did this change ,and when was it happened,i query the DBA_FEATURE_USAGE_STATISTICS,and found it is changed to false recently, did a quick search on MOS,to disable the partitioning ,below command is required :make -f ins_rdbms.mk part_off
make -f ins_rdbms.mk ioracle ,
I'm wondering is there a log file to trace this change? I can not see any change on the time stamp of the files in $oracle_home/lib
Rgds
