To add to Ruyaj's very good answer,

DCD seems to have changed the name to terminated connection detection in 12c, although the acronym TCD is not or has not been used.

It's unlikely the profile limit idle_time is set. But it's easy to check so check that first.

Make sure the listener has been reloaded after configuring sqlnet.ora (restart is fine too).

Make sure you modified the sqlnet.ora in DB ORACLE_HOME, if you have other ORACLE_HOME's such as for ASM.

I have some notes including the listener strace lines at http://yong321.freeshell.org/oranotes/DCD.txt Reading strace output is the best way to solve this problem. But if it doesn't reveal the root cause, most likely it's the firewall.
