I assume this is Oracle Virtual Machine? All I can tell you is that it is REALLY easy to foul up the configuration of a VM - whether its VMware, or Oracle VM and performance will suck if you're used to seeing the same environment running on a physical server. So, alot of times if performance is really bad in a VM (versus the physical), it can be tracked to the setup/configuration of the VM.
