SGA_TARGET=0 but still see resize operations

I'm on 12c (12.1.0.1.0). memory_target=0 and sga_target=0. Original size of db_cache_size = 2253m and shared_pool_size = 600m. However, now, after 10 days, they are reversed. Lots of resize operations. I'm confused because I am under the impression the resizing should not happen with these settings. Has anyone else seen this or able to shed some light on this? BTW, in case it matters, sga_max_size = 3G.
