Database encryption question

I have a general question regarding data encryption when using either TDE (at the column level or TS level) or the DBMS_CRYPTO package. At what stage does the data get decrypted? For example, when data is retrieved into the buffer cache, is it in clear text at that point with decryption already applied or is it still encrypted?
