I run into this same problem from time to time. Your comment inspired me. We have an RPM that sets up the pre-reqs for Oracle... it shouldn't be too hard to write a script that creates a "sqlplus / as sysdba" connection in a screen session, and then set that script up as a service with chkconfig. Hmm.
