One area that was important for some of our migrations was the 11g network ACLs. That is, PL/SQL packages such as UTL_TCP, UTL_SMTP, UTL_MAIL, UTL_ HTTP, and UTL_INADDR require additional invoker privileges. One uses the DBMS_NETWORK_ACL_ADMIN package to create and manage access control lists.
