ins-30131(temp) while install 11.2.0.4 on aix 7100

ins-30131 while install 11.2.0.4 on aix 7100 - failed to access the temporary location
what have been done:
read "[INS-30131] The initial setup that is required to run the installation program validation was not successful " Error While Installing Oracle Database (Doc ID 1569962.1) <https://support.oracle.com/epmos/faces/DocumentDisplay?id=1569962.1>

1. move install files to temp folder
2. export TEMP=$HOME
3. use -ignoreInternalDriverError -ingnoreSysprereqs flags
4. redownload all distributives and repeat all one more time

none of above solves my problem

any ideas are wellcome
