Wouldn't testing fall under the licensing allowances for any non-production use testing? Did anyone buy partitioning, for example, before they tested it?

The oddity of multi-tenanting architecture and licensing is that without licensing multi-tenanting how can you test how multiple MPDs work with each other and the CPD without being allowed to use more than one PDB
