I work with a general rule of thumb that assuming no other significant application on the server, oracle can have up to 80% of the RAM. ASMM will allow you to use hugepages for the SGA Memory also, which Oracle recommends for servers with over 20G RAM. That being said, you really need to track down the source of pressure on the library cache and determine the root cause before making changes.
