v$session and v$parameter

Hi
I was just reading the docs about the v$parameter and it says
"V$PARAMETER displays information about the initialization parameters that are currently in effect for the session. A new session inherits parameter values from the instance-wide values displayed by the V$SYSTEM_PARAMETER view."
I know there is a connection between v$session and v$ses_optimizer_env, but I can't find any connection between v$parameter and v$session.
Anyone who knows?
