Actually, the problem was originated from another process "orapid=244" which holds "Child shared pool" latch for 72 seconds at location "kghdmp:old: heap descriptor " during SGA heap dump.

I would like suggest tuning of shared pool size and setting the parameter _4031_dump_bitvec=0 in order to avoid ORA-4031 dumps.
