 Not sure I follow what you are saying - my understanding was that you had 2 questions around this
  1. Whether GI/CRS ORACLE_HOME requires to be patched - or is it adequate to only patch RDBMS ORACLE_HOMEs' w/ RDBMS PSUs'

Answer: Oracle recommends that you apply GI patches to both the GI and RDBMS ORACLE_HOMEs' ...

2) ASM vs RDBMS compatibility...in terms of major release #s' - 4th digit <11.2.0.*x>*

Note *337737.1 *states that for the purpose of version compatibility - you do not need to delve into the 5th digit when validating combinations of ASM+RDBMS - for example - the January 2014 PSU for 11.2.0.3 will bring the 5th digit to 11.2.0.3.*9 *- however when you're checking compatibility - you can only run an RDBMS that is equal to or lower than 11.2.0.3 - the 5th digit does not matter - in theory you could have an RDBMS _at_ 11.2.0.3.*9*managed by a 11.2.0.3.
*7* CRS_ORACLE_HOME Refer "Patching Considerations" contained in RAC and Oracle Clusterware Best Practices and Starter Kit (Platform Independent) (Doc ID 810394.1)...

I'd guess - yes you can continue to only patch RDBMS ORACLE_HOMEs' - but it might not be the best option...in light of recommendations that Oracle makes - of course subject to whatever factors/constraints you're dealing w/ :-) - it's not always possible to follow 'recommendations'....
